The Ukrainian president demanded the establishment of a unique war tribunal and described alleged war crimes committed by Russia in a pre-recorded video.
He also outlined a “formula” for peace that included increasing military assistance and sanctioning Russia internationally.
Many of the participants in the session gave him a standing ovation after his presentation.
In his opening remarks, Mr. Zelensky accused Russia of waging a “illegal war” that was producing “catastrophic instability.”
He spoke on the same day that Russian President Vladimir Putin activated 300,000 military reservists, a decision that led to unusual street demonstrations in Russia.
Mr. Zelensky claimed the action proved his adversary was not sincere about peace negotiations.
He lambasted previously revealed plans to organize so-called referendums on joining Russia in his country’s territories that are occupied by Russia, a plan that was criticized by Western countries at the UN on Tuesday.
