Ministry of Education in Turmoil: PS Kamoko’s K3.6 Million Procurement Scandal Uncovered.  The Ministry of Education has been thrust into controversy following revelations of a K3.6 million procurement breach involving Permanent Secretary James Kamoko.

The allegations, which have sent shockwaves through government circles, center on the irregular acquisition of learning materials, bypassing standard procurement protocols.

The breach, first exposed during an internal audit, has raised serious concerns about governance and transparency within the ministry. Stakeholders, including anti-corruption advocates and members of the public, are now demanding accountability.

The Procurement Breach Unpacked
The scandal involves the unauthorized purchase of educational materials worth K3.6 million. According to audit findings, Kamoko allegedly approved the procurement without securing the necessary endorsements from the Zambia Public Procurement Authority (ZPPA), as required by law.

Instead, the Permanent Secretary is accused of handpicking suppliers without following due process. Reports suggest that some of these suppliers had questionable track records and may have been linked to Kamoko through personal or political connections.

The sheer disregard for established procedures is shocking,” said a source familiar with the investigation. “This breach undermines not only the Scandal at Ministry of Education’s integrity but also public trust in government institutions.

Impact on Education and Public Funds
The breach has sparked outrage, particularly because the funds in question were earmarked for enhancing Zambia’s struggling education system.

Many schools, especially in rural areas, lack basic resources, including textbooks and classroom infrastructure. Critics argue that the mismanagement of such a significant amount of money could have long-term consequences for students and educators.

This money could have gone a long way in addressing pressing issues like classroom shortages and teacher training,” said a representative from the Zambia National Education Coalition (ZANEC).

Government Response and Investigation
In the wake of the scandal, the Ministry of Education has pledged to cooperate fully with ongoing investigations. Minister of Education Dr. Angela Banda expressed her disappointment and assured the public that appropriate action would be taken against those responsible.

We are committed to transparency and accountability,” Dr. Banda said in a press briefing. “No one is above the law, and we will ensure that the truth comes to light.”

The Anti-Corruption Commission (ACC) has also launched a parallel investigation into the matter. If found guilty, Kamoko could face severe penalties, including dismissal, fines, and imprisonment.

Public Outcry and Calls for Reform
The scandal has reignited calls for sweeping reforms in public procurement processes. Transparency International Zambia (TIZ) has urged the government to tighten oversight mechanisms and introduce stricter penalties for non-compliance.

“This incident highlights the urgent need for reforms,” said a TIZ spokesperson. “Without robust checks and balances, such breaches will continue to occur, draining public resources.”

Social media platforms have been abuzz with criticism, with many Zambians expressing frustration over perceived systemic corruption.

Political Implications
The scandal comes at a politically sensitive time, with the government facing mounting pressure to deliver on its promises of good governance and economic stability.

Opposition parties have seized the opportunity to criticize the ruling administration, accusing it of failing to tackle corruption.

“This is yet another example of the government’s inability to manage public funds responsibly,” said an opposition MP. “We demand immediate action to hold those involved accountable.”

Kamoko’s Defense
Amid the allegations, Kamoko has maintained his innocence, claiming that the procurement decisions were made in the best interest of the ministry. In a brief statement, he denied any wrongdoing and accused his detractors of orchestrating a smear campaign.

I have always acted in accordance with the law and in the interest of the Zambian people,” Kamoko said.

Looking Forward
As investigations continue, the scandal serves as a stark reminder of the need for greater accountability in public service. For Zambia’s education sector to thrive, stakeholders agree that corruption and mismanagement must be rooted out.

“This is a wake-up call for all of us,” said a member of ZANEC. “We need to demand better governance and ensure that public funds are used for their intended purpose.”

While the scandal has cast a shadow over the Ministry of Education, it also presents an opportunity for meaningful reform. Whether the government seizes this opportunity remains to be seen.
